This sounds good. Never thought of it earlier but the incentive argument
put forth by Kush is very persuasive: "takes away that incentive to be
included in the cabinet at all costs." Legislators who are provided good
office support, and reasonable perks, can all contribute equally to law
making, and to weeding out bad laws.

On the other proposal of judiciary, etc., getting higher wages, I think
there can be not much dispute on that. 

At the same time, what is politically feasible is not a major issue here;
we are trying to study things in a dispassionate manner. Our task will be
done once we produce a generally acceptable draft Manifesto/ Agenda. 
Then, this group will dissolve.
