I believe this is factually incorrect.

Someone with better information on Pakistan, please correct me if I'm
wrong, but the last time I checked, Pakistan was an oligopoly- all
business is controlled by some forty(?) families. The country never went
through the cycle of nationalization and creation state owned and
subsidized industries.
