local monitoring and incentives

Suggested points on education (detailed in one of my earlier posts)

* Teachers upto the elementary school level would be appointed purely by
the local school management on a contractual basis for 3 years at a time,
and appeals to their termination would lie only to the local Panchayat.

* The government would pay teachers on the basis of a national formula
which would reward those who work in the remoter villages by a
significantly higher "rural incentive pay." The local villagers would be
free to pay higher wage/ bonus/ donate land for their school teachers.

* For schools of higher secondary education also, similar contractual
appointments will be made, except that there would be representation from
all geographical areas served, on the Management Board, and similar higher
incentive pay would be paid to those schools in remoter areas.
