Re:Objective of policy design



Tho' not related to education directly, this is from the statement that
Manju has recently made in the course of a debate, and I would like to
propose its inclusion in the Preamble.

Objective of Policy Design:

While we are most of the time denigrating the corruption and ineptness in
government (particularly at the highest levels), let me assure you that
there are a huge number of hard working, honest, and dedicated folk in
this system, and will always be. We are not protecting ourselves as
citizens from such good, dutiful folk. We are protecting ourselves from
the misuse of power of those who utilize each and every loophole and
opportunity to feather their nests and rise up the ladder by destroying
those who are good and honest, i.e., we are trying to ensure that even if
these grossly 'imperfect' folk take charge, they will be badly confined
through transparency, vocal and organized citizenry, and the press, to
come to their heels.

If we can achieve the above objective through the policies we are
debating/ advocating, then we would have served India well.

If no one has any objection to this statement from Manjunath, could Nikhil
please place it in the Preamble?
