Administrative: Addition to Subscriber Agreement



Based on an internal debate between a few organizers, the following change
are going go be made to the subscriber agreement for this list:

Older:

Copyright to each posting belongs to the individual member making that
posting. No member of India_Policy may post a copy of ANY message posted
by ANY member to India_Policy to any outside person without the express
consent of the person making that posting. 

New:

Copyright to each posting belongs to the individual member making that
posting. No member of India_Policy may post a copy of ANY message posted
by ANY member to India_Policy to any outside person without the express
consent of the person making that posting. However, once a point or a
particular language is incorporated into the "Manifesto," including ANY
sub-branch of that document, the copyrights of material placed on the web,
shift to the IP Institute.

Further, unless expressly prohibited in a particular section/ sub-section,
IP Insititute WAIVES ALL COPYRIGHTS to any part of the document produced
out of the debates. It would be nice if the person/ organization using the
material were to acknowledge the source, but IP Institute waives any
interest in the use of the document for any purpose since the contents of
the document represent the best policies and are meant to be used and
widely disseminated.

Comment> Please suggest changes if any. Else this will be placed on the
web within a week.
