public policy versus reform

Dear Charu

You may understand "public policy" as defined in the West, but you
certainly do
not understand India if you expect to be able to define public policy in

isolation from the issue of religious reform.

Of course if we were involved ONLY in discussions of religious reform
then we
would be wasting much of our time (and perhaps we do waste some of our
time, but
what is a waste of time from MY point of view is obviously not a waste
of time
from the viewpoint of the people who contribute on THEIR particular
points, or
they would not do it!).

And MUCH of our time is certainly fruitfully spent, which is the best
that can
be expected.

The question of public policy in traditional countries is inseparable
from
questions of the reform of those traditions.
