Based on the very preliminary analysis sent in a while ago, I thought it
desirable to include a detailed page on the Electoral system of India in
the Policy clearinghouse section. This includes all info from the
Election Commission web page plus the analysis I sent in a while ago.

We need to improve the analysis asap.
